Stellar Environmental has successfully completed over 300 “environmental due diligence”  projects in California to the satisfaction of our diverse client base, meeting all current updates of the American Society for Testing and Material’s (ASTM) ESA guidance “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (ASTM Designation E 1527-00).  Our assessments are supervised and certified by senior California Registered Environmental Assessors with a minimum of 15 years direct experience.  Because we have capabilities in the full range of environmental assessment, remediation, regulatory closure and compliance services, we are able to anticipate and incorporate in the assessment potential project-specific risks, resulting in a more timely and cost-effective assessment. Through the Phase I process, Recognized Environmental Conditions (RECs) are identified, allowing the client to evaluate Business Environmental Risk (BER) and to qualify for the “innocent landowner defense” under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). A subset of these types of projects may include Phase II site investigation elements of  subsurface or other media sampling to define potential  environmental contamination issues. Such investigations are sometimes completed concurently with the Phase I elements where schedule is a critical component. Cost implications of potential cleanup and redevelopment are provided where needed.
