Our Projects

The hundreds of projects Stellar Environmental has successfully completed over the years have ranged from small to large, from a few thousand dollars to a few million, but they all share a dedication to defining and achieving the project objectives in the most effective and efficient manner that best serves our client. The broad practice areas described below are not comprehensive but provide a representative spectrum of the work we do. If more specific project experience is desired, such as our experience at corrective action at  pesticides sites, electroplating facilities or dry cleaner sites, we can provide perspective clients with a tailored description of our relevant projects.

Due Dillegence Phase I-II Projects

Stellar Environmental has successfully completed over 300 “environmental due diligence”  projects in California to the satisfaction of our diverse client base, meeting all current updates of the American Society for Testing and Material’s (ASTM) ESA guidance “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (ASTM Designation E 1527-00).  Our assessments are supervised and certified by senior California Registered Environmental Assessors with a minimum of 15 years direct experience.  Because we have capabilities in the full range of environmental assessment, remediation, regulatory closure and compliance services, we are able to anticipate and incorporate in the assessment potential project-specific risks, resulting in a more timely and cost-effective assessment. Through the Phase I process, Recognized Environmental Conditions (RECs) are identified, allowing the client to evaluate Business Environmental Risk (BER) and to qualify for the “innocent landowner defense” under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). A subset of these types of projects may include Phase II site investigation elements of  subsurface or other media sampling to define potential  environmental contamination issues. Such investigations are sometimes completed concurently with the Phase I elements where schedule is a critical component. Cost implications of potential cleanup and redevelopment are provided where needed.

Soil Vapor Intrusion Assessment and Remediation Projects

Vapor intrusion by volatile orgainc compounds (VOCs) has evolved as a significnat regultory and liability concern at properties where VOCs may esist in the soil and/or groundwater. Stellar Environmental has completed dozens of evaluations of such conditons on beahlf of both publcic and private sector clients. We have performed soil vapor testing, indoor air sampling, risk modeling, regultory assessment and designed sub slab depressurization rededies where needed.  Building that overlay local or regiional VOC plumes can be sources of concern for vapor intrusion. Dry cleaner establishments have been a common source of VOC cleanup actions and Stellar Envionemnal has completed dozens of dry cleaner vapor intrusion evaluations and corrective action to achieve regultory site closure.

Corrective Action Design and Implementation Projects

We have implemented dozens of small- and large-scale soil and groundwater remediation projects to achieve Regulatory Site Closure. From project inception Stellar Environmental focuses on developing a roadmap to regulatory closure, with our remediation design and implementation objectives being informed by our client’s objectives and needs. We have Remediation successfully applied have included techniques utilized by Stellal Environmental have included:Removing underground storage tanks and associated contaminated soil (by excavation); Excavation of near-surface soils to remediate metals contamination; Groundwater Treatment including Short-term groundwater pumping (to remove floating product and highly-contaminated groundwater) and long term treatment systems; In situ corrective actions, including: bioventing; soil vapor extraction (SVE); injecting bioremediation products to enhance natural degradation mechanisms through biological degradation, chemical oxidation; and electrochemical kinetics; and Monitored Natural Attenuation (MNA) in conjunction with Risk-Based Corrective Action.  Our core objective is to achieve regulatory closure in the most time- and cost-effective manner, while being responsive to specific client needs.  Stellar Environmental also provides suporting planning and corrective action monitoring services such as pre-profiling for landfill acceptance for projects with net exports, hazardous waste management plans, spill and contingency plans, pollution prevention plans, dewatering plans, surface water pollution prevention plans, post remediation monitorng plans and operations and maintanance plans.

Regulatory Closure Strategy, Planning and Assessments Projects

Stellar Environmental Solutions key objective for all projects is to achieve regulatory site closure and minimize environmental liability for our clients. The foundation of all environmental work, on regulatory listed or unlisted sites, is the governing environmental regulations. These include federal, state and local laws, compliance requirements, policies and guidance. Very few sites have definitive requirements, and the ability of the consultant to determine the most cost-effective and beneficial approach for minimizing or alleviating the environmental risks through interpretation of the regulations and access to the regulators is critical. We have developed a forte in doing this for our clients. For listed sites, negotiations with the regulators is essential to achieving the project objectives without unnecessary investigations and remediation that can sometimes be requested by regulators. Stellar Environmental’s knowledge of the regulations and regulators and their trust in our approach often translates into accelerated schedules and reduction in project cost.

CEQA-EIRs / IS/ Negative Declaration Projects

Stellar Environmental provides technical support in the completion of CEQA-related Categorical Exemptions, Initial Studies, Notice of Preparation, Negative Declarations, and Focused and Full Environmental Impact Reports. We have completed technical sections, attended public hearings and responded to public comments (Final EIR) on over 50 EIRs  Stellar Environmental offers in-house expertise in completing EIR setting, impact, and mitigation measure sections in the technical areas of geology/soils/seismicity, water quality, surface hydrology and groundwater, hazardous waste, risk of upset, and other component issues addressed by such documentation.  We have provided public scoping support, and community relations support.
