Richard Makdisi, P.G., R.E.A., Principal

Richard Makdisi, a California Professional Geologist and Registered Environmental Assessor, is Principal of Stellar Environmental Solutions, which he founded in 1995.  He has more than 26 years of experience in hazardous management, geoscience engineering, geochemistry, and geohydrology. Mr. Makdisi has hands-on experience in managing regional and site facility scale projects for a wide range of issues, from immediate response assessments to long-term planning studies. He has worked closely with the U.S. EPA, Cal-EPA, and Water Boards on RCRA and CERCLA sites to design and implement remedies to achieve regulatory closure for commercial and government clients. He has conducted Remedial Investigation/Feasibility Studies, Remedial Action Plans, Remedial Design, and remediation implementation. Mr. Makdisi has extensive knowledge of California hazardous waste, solid waste, water code regulations, and ARAR development, and has provided client-regulatory agency liaison services on major remediation projects. He has implemented soil-gas, geophysical, geotechnical, and hydropunch sampling investigations, and has completing 2D and 3D hydrologic and solute transport models to identify and solve problems related to water supply, salt water intrusion, hydrocompaction, and contaminant recovery. He has extensive experience in evaluating remedial technologies and overseeing their implementation.

Michael Phelps, P.E. Principal Engineer

Michael B. Phelps, P.E. has more than 16 years of environmental engineering and project management experience in soil and groundwater contamination investigations, traditional and innovative remediation technologies, remedial design, remedial process optimization, and site closure.  His project experience includes remediation of petroleum hydrocarbons and chlorinated solvents in both soil and groundwater, modeling, post-remediation monitoring, and regulatory negotiations for site closure.  Mr. Phelps' specific expertise in remedial technologies includes in situ bioremediation, soil-vapor extraction, dual-phase extraction, air stripping, natural attenuation, bioventing, and risk-based closure.  Mr. Phelps also has extensive experience in groundwater contaminant transport modeling and air emissions modeling, and 9 years of experience in environmental data management, including analytical chemistry database design and automated reporting, Geographic Information Systems, and visual display of large data sets.

Fred Hayden, R.G., Hydrogeologist

Mr. Hayden, a California registered geologist, has over 20 years of experience in geologic and hydrogeologic investigation and remedial action assessment.  He is well grounded in all aspects of field investigations—including piezometer, monitoring, and extraction well installations; aquifer pumping tests; remediation system start-up evaluations; trenching operations; contaminated soil excavations; groundwater resource studies; hydrological studies; and solute transport studies.  Mr. Hayden designed monitoring well fields and installed hundreds of groundwater monitoring wells to evaluate the flow of groundwater and the contaminants it can carry.  He understands the regulatory environment and permitting requirements for hazardous waste investigations.

Henry Pietropaoli, P.G., R.E.A., Senior Geologist / Project Manager

Henry Pietropaoli, P.G., REA, has 20 years of experience conducting hazardous waste site characterizations, remediation, and environmental compliance. Mr. Pietropaoli has extensive experience in all facets of subsurface contamination investigations, and has designed and implemented site characterization and remedial investigation programs, including: geophysical surveys, soil, soil-gas, sediment, surface water and groundwater sampling; geologic logging; well installations; aquifer testing; and waste profiling/management/disposal. Mr. Pietropaoli is also experienced in remedial action design and cleanup system installation and operations and maintenance. He has completed pilot tests and full-scale system installation for soil-vapor extraction, bioventing, groundwater in-situ treatment with injected treatment compounds and pump and treat systems. He has experience in regulatory compliance, and has successfully brought numerous contaminated sites to closure. Mr. Pietropaoli has also conducted/supervised dozens of ASTM-compliant Phase I Environmental Site Assessments.

Steve Bittman, R.E.A., Senior Geologist

Steve Bittman, R.E.A. has 18 years of experience in performing geologic and environmental investigations. Mr. Bittman's expertise includes Phase I environmental site assessments, contaminant source and extent characterizations, site geology and groundwater characterizations, soil and groundwater sampling program development, remediation system implementation, hydraulic testing, and well installation monitoring. He has performed dozens of underground tank investigation, bringing the projects to site closure. Mr. Bittman's experience includes project development and client maintenance, assignment of work schedules, review of budgets, regulatory negotiation, proposal development, and technical report writing.

Teal Glass, R.E.A., Project Scientist

Ms. Glass has experience in performing Phase I ESAs, subsurface investigations, sampling of various environmental media, and hazardous material abatement monitoring. She has field experience related to the support of groundwater well installation and monitoring; as well as soil boring advancement, soil and groundwater sample collection, sampling of investigative-derived waste, and hazardous waste removal. Her experience includes regulatory file review, aerial photograph interpretation, and evaluation of environmental/geologic data, database management, statistical analysis, and report preparation for Phase I Environmental Assessments. Ms. Glass also has secondary experience in laboratory analyses.
